 Joint Information and Services Bureaus from three pilot districts will be streamlined

 Joint Information and Services Bureaus (JISB) from three districts will be improved and streamlined, with the support from the Moldovan Social Innovation Lab (MiLab), of the United Nations Development Programme (UNDP) in partnership with the State Chancellery, e-Government Center and the United Nations Entity for Gender Equality and Women Empowerment (UN Women).

 Thus, on March 29, 2016 took place a workshop with the participation of six service providers and representatives of local administration, selected from three regional offices in: Dubăsari, Caălărași and Rezina.

 The event is part of a series of activities within the institutional and procedural re-engineering of public services, based on social innovations approaches, using the platform of Joint Information and Services Bureaus (JISB).

 During the period of 2011-2014, about 27,000 people have benefited from services provided through JISBs. “JISB has proved to be an innovative model for coordinated and gender sensitive provision of services for the benefit of women, which constitute 60% of the total service users, and vulnerable groups of population, which constitute 80% of service users from rural areas” said Ulziisuren Jamsran, country representative of UN Women.

In order to ensure a wider access and more efficient service delivery to our citizens and to increase the use of electronic services, a pilot project to optimize the working model of JISBs was initiated.

”UNDP through MiLab, has been supporting the Government in implementing the Public Service Reform Program, by reengineering services at the central levels and would like to extend the same approach to local services. We think it is imperative to engage both service providers and people in rethinking the way public services are provided and together, considering carefully people’s needs, make them modern, accessible and cost-effective, thus improving their experience and trust in public institutions” has mentioned Alex Oprunenco, policy specialist at UNDP.

During the next few months, MiLab will work together with three JISBs from the country, which pass through a full reengineering process. The new model of service delivery, piloted and tested, will be proposed for implementation to other JISBs, which are now 27 in number.

Developing and piloting of the concept of Joint Information and Services Bureau began in 2010, within the project “Economic empowerment of women through increased opportunities for employment” implemented by UN Women, with the support of the Government of Sweden. Currently, the Bureaus bring together in one place key governmental service providers , such as the Agency for Employment, Department of Social Assistance and Family Protection,  Territorial Office for Social Insurance, Agriculture Department, Economic Section, Service for Rural Extension and other service providers  from both public and private sectors.
